I broke my normal drill and I've never used my impact for drilling (seems like not quite what it's meant for). Anyways I don't have enough money to purchase a new drill this week and I'm working on a new deck. Is there a way to use the smaller bits (Should only need 1/8") in the impact?

You can buy quick-change drill bits in various small sizes that have a hexagonal shank that will fit into the hex fitting of the impact drill. Most hardware stores or home centers sell them individually or in sets. I use them all the time for deck work.
